Allocation of Charges

The following breakdown explains how the various administration and maintenance charges in the Powderhall Village development are shared among the residents.

Gardening

There is an annual gardening contract for the whole site (Bryants and Miller).This is divided into 12 equal monthly charges, which is then shared equally among all the flats and town houses (335) on site.

Unless additional gardening work is specifically requested at any time, the monthly gardening charge should not change from one month to the next except in April each year when a 2% cost of living increase is applied.

Factoring

The quarterly management charge is also shared equally among all 335 residences on site; note, this charge was last increased in January 2005, and is due to be reviewed in 2007.

Lifts Maintenance

Charles White gets separate bills from Schindlers for the maintenance of each lift at Powderhall. Each bill is shared equally among all the flats in that stair. Because we are on a Gold maintenance contract, the monthly charge will be constant until the end of the contract period unless the call-out is to repair damage not covered by the contract (e.g. due to vandalism).

Telephone

The line rental and call charges (if any) for the emergency telephone in each lift are also shared equally among all the flats in that stair.

Electricity

Each stair has its own meter for all the communal lights, power sockets and lifts (if there is one), and Charles White receives separate bills for each meter. This bill is shared equally among all the flats in that stair.

Cleaning

Charles White has currently separate annual stair cleaning contracts for the Bryant and Miller developments at Powderhall. The annual charge for the Bryant contract is shared equally among 237 Bryant residences on a weekly basis, and the annual charge for the Miller contract is shared equally among 84 Miller residences (in both cases, flats with their own front door are not included). From January 2007,there will be one stair cleaning contract for the whole site.

There is also a rota for steam cleaning the communal bins three times a year, again with separate contracts for the Bryant and Miller developments. Charles White is billed quarterly for this services and each bill is shared equally among all 239 Bryant residences or among all 86 Miller residences as appropriate (in this case, flats with their own front door are included). Again, from January 2007, there will be one bin cleaning contract for the whole site.

Lighting

The cleaners currently replace communal light bulbs and fluorescent tubes as required, and the cost is shared equally among all the flats in that stair.

Insurance

There are three separate buildings insurance policies in force at Powderhall, one for the Brae, one for the Road (excluding town houses) and one for the Rigg, and each claim has a £100 excess.

If incurred, this excess is shared equally among the number of residences in the appropriate area - 108 in the Brae, 46 in the Road and 171 in the Rigg.
